A little trick I was given is to put the baths in but if they have no interest then a gentle spray with the hosepipe (similar to a rain shower) will wet them enough to go to bathe

To many pigeons to try & individual dipping in a bucket, or could you try a large garden sprayer that you pump then adjust the mist effect.

I've only got 2 sections mine bath in the corridor between the 2, a bit awkward but it serves it purpose
