Percy I'm afraid, my opinion is that the higher in the sky our pigeons can get, the safer they are?
So on a blow home they are at less risk?

Percy in ANY wind. A pigeon is either lucky to escape an attack or it isn't.

As peregrines in a stoop (dive) have been recorded at over 200 mph I think the answer is pretty obvious
