Is it needed regularly for the birds well-being?

put a spoon down and see how many go for it they know best I use salt licks for horses

I use salt lick like worm does but not in race loft I don't like certain multi grits I think they have way two much salt for racing season.

You can definitely offer too much salt the birds will go for it especially during breeding but I find that a proprietary pickstone provides enough

A mate of mine offers salad leaves washed and sprinkled with sea salt tied up in bunches and suspended from the loft ceiling by string to avoid fouling

Years ago( in eighties) I remember an old fancier gifting me salt blocks from his local salt mines...had a break in one night ist thing i noticed was the salt blocks missing.....I knew it was a pigeon keeper....ha

So - if it is essential to their well-being would you put it in the water - say once a week?

Yes. I use pickstones when breeding, but don't use salt blocks/licks or any salt rest of the year.

Definitely not in the water Dave. Pigeons need salt but only in very small quantities. Pigeons struggle to process high levels of sodium, and excessive salt intake is harmful and can be fatal
