Yes, that's the same for all Awards that I can think of

RPRA Awards, De Duif, Titan Games etc

None of them are granted automatically.

In the first instance the onus lies on the fancier to put his bird forward for consideration

Yea, the onus always falls on the fancier in the first instance to put their birds forward for any/all awards

I think maybe an individual organisation (say like the MNFC/NFC) have the capacity to run stats to produce their individual "ace pigeons" within their own organisation - but awards on a bigger scale have to be applied for

Plent of testing will have to be done. It seem that i also sparked huge interest in some people from our combine about the bird so i will offer them some co-breading for 2-3 people with their best hen for 1 youngster for myself and them each. So his genes will also be entering some of the best lofts in our combine within this year and hopefully breed very well there in the upcomming 2-3 years for them.
