The SW region have not arranged a meeting and as far as I can see have no intentions of doing so.

They even refused to call a meeting to allow a clubs proposition to be voted on and submitted in time for the AGM.

Yes they should have done, was the propositions that were not considered by the region the same as those submitted by the Welsh and EM regions?

Is that legal that they can do this Ian, so for arguments sake if any club's in the region came with a mandate from the various club's would the Councillor have to except this. If Councillor has not put out the relevant information to club's, then this has got to be out of order by not allowing or calling a meeting for this purpose.
I would say that the interests of all the members in my region are not being represented.

Sounds pretty typical of the whole shambolic organisation.
There is no way that the council rep can vote on any propositions at the AGM.
It cant possibly be legal, under their own rules they should have to produce a balance sheet to present to their members at an agm.
They have either gone "rogue" and refuse to recognise the governing body and are looking to breakaway from the RPRA or my concern is that is all by design in an attempt to scupper the propositions.
I dont know the ppl involved but I am sceptical of a conspiracy where they are doing whatever they can, however underhanded, to protect their own tenuous positions.

In my opinion it's unconstitutional. They are out of order.
In my opinion they probably know they won't get the result from the vote that they want.

It also raises the question of its impact on the RPRA AGM. If a whole regions membership have not been given the opportunity to vote on propositions then would that deem the whole AGM of the association out of order.

There is no excuse for not following the rules for any reason and if the Region is guilty of breaching rules then Council should investigate and take the appropriate action.
However, I am completely against collusion in any shape or form it appears to me that this has happened in this case, how can 2 regions (3 if the same propositions were submitted to the SW region) independently have identical thoughts and make the same propositions verbatim? The answer is they can’t and it is obvious to the reasonable observer that this is being driven by a person or persons to try to force this through.
This type of behaviour reminds me of “meeting packing” that took place in some trade unions in the 1970’s to give certain minority factions power.apparently using the rules but not the spirit
In light of this, I believe that Council should take a long hard look at the situation.

Yes they should take a look at the SW region.

How can two regions implement exactly the same proposition ? Is it collusion ? The meaning of COLLUSION is secret agreement or cooperation especially for an illegal or deceitful purpose.

Whas is done in secret. ? Definitely not. There are two you tube videos shared wide and far explaining what was being proposed and stating what needed to be done of peoplevwere in favour.
Is it illegal. Definitely not.
Is it deceitful. ? Again no it was done in the open.

The proposal was simply made available to anyone and everyone. It helped people who want change but perhaps do not have the time or know how in terms of implementing it to facilitate change.some chose to submit it to regions.

So rather than collusion. It was an open, transparent process and therefore clear and honest.

I can see these propositions being lost because the majority of fanciers won’t even have had the chance to have their say. Certainly heard nothing about it around here apart from on this forum.
I hope it gets through.
The two clubs I am a member of in the West Midlands have asked members for their votes.

However I do feel there maybe some confusion as to what people are being asked to vote on.

To some who have not been following this proposal, it's being touted as a vote between remaining as we are, or for the RPRA to be run by 5 people :/

Surely Bowbroom intended that the "collusion" has come from the region by not having holding a meeting!
I haven't been co-ersed by anyone nor have I colluded or conspired with anyone.
Ian simply wrote what I and many others couldn't, how can you call that collusion. Its what we wanted to happen.
Bowbroom you yourself have said on this thread that we are all entitled to our opinion.
Is it possible that you may be showing your true colours after all. The only "collusion" going on is with the RPRA and the regional officers

OMG. I can't believe that this is really the lengths that they will go to, to protect their own existence.
Who are these people!!!?
Someone please tell me they can't get away with this.
What can we do to counteract such outrageous actions?
Lets name the officers concerned on social media and ensure the general fancy know what is going on
People with this mindset should not be able to govern anything. They dont have pigeon fanciers interests at heart only their own pathetic self interest but then some of us knew that anyway!
