Can anyone help me out with the procedures of rule changes.
I went along to a recent regional meeting mandated to vote on a rule change. I was told that this wasnt done at a regional AGM as regional AGM's are for 'regional' business. So webt along to the preceeding meeting where the rule change was on the agenda.
So a vote of "for" was carried by the majority for the rule change. Now, I am being asked again to go along to the region AGM to vote again on the proposal.
This seems to me to be somewhat 'unconstitutional' but I don't understand the procedures.
Any guidance would be most welcome.

I can only confirm how things should be done,
if any member wants to propose a RPRA rule change then
1. They must propose that their organisation adopts the change, if a majority is in favour then the proposition is forwarded to the Local region
2. The proposition will then be voted on at the Region AGM, if passed it would then be forwarded to Council
3. All propositions to Council should then be voted at a Region meeting called for that purpose
4. The region delegate/s will then be mandated on how to vote on each proposition at the RPRA AGM
if any member wants to propose a RPRA rule change then

However, I am still a little confused by it.
Your reply seems to suggest that the proposition would require voting on 3 times (items 1,2 and 3 of your post)
- Am I reading that correctly?
As the delegate for the club who made the proposal, would I need to be involved in all 3 votes?

You would have voted at club level, if you are your clubs delegate to Region then you would attend the Region AGM as proposer of the change and vote to forward to Council, unless you are a Region delgate to Council, you would have no further involvement in voting, is your proposition the one you have alluded to previously ?

Ha, forgive me, I am not wishing to question your integrity in any way but not knowing your stance on "my previous allusion" I am a little reluctant to divulge the details of the proposal.
Can I explain that this was passed at club level and the proposition was sent off to the region by the club.
The proposition was then added to the agenda of a normal Regional meeting, preceeding the AGM. So, I went along as my club delegate to vote for it ( I was told that the agm was for "regional business" and that rule changes were RPRA business which is why it was on the agenda for that particular meeting)
In any case, the proposal received a majority decision
"for" the proposal.
Now, I am not sure whether I have to go along to the AGM to vote on it again.
It's all very confusing when you don't know the procedure but having voted on it once at the region meeting, it seems somewhat unethical to have to vote on it again.
Is this what you would expect?

Region meetings are governed by RPRA rules and if they have any, standing orders, not every region has SO’s and if they do they will all be different, our Region includes a SO or at least it did, that requires proposers to be present when proposals are determined so to be on the safe side id make the effort to be there when your region votes on the propositions to Council are voted on at Region.
You might want to discuss this with your Regional President or Secretary.
Whatever the proposition says, it will soon have to be published in advance of the RPRA AGM

You didn't say whether the proposition requires another vote at the AGM?
Can you tell me at what point the proposition gets published?
